Without mentioning it took 3 months to pay, as that could look as the reason for your complaint, I would mention to the NHS England area team in which the daabout your experience and the concerns you found.
If there are issues with the condition of the equipment and fittings the contractor is in breach of their contract and you do not want to be an accessory for failing to report that. They should arrange a spot visit and issue a re medial or breach notice which would ensure contractor made appropriate improvements within a specified time scale. This is then of benefit to other colleagues and the patients.
